By the Amended Charter, Chapter 466, Laws of 1901, the Commissioners of the Sinking Fund now have the necessary power, and the President of the Board of Education having renewed the application as above, I see no reason why such assignment should not be made.

Resolved, That the premises known as Nos. 49, 51 and 53 Ridge street, Borough of Manhattan, be and the same are hereby assigned to the Board of Education for school purposes.

Which was unanimously adopted.

The following communication was received from the President of the Borough of The Bronx relative to a renewal of the lease of premises on the north side of 167th street, 100 feet cast of the Southern Boulevard:

NEW YORK, January 9, 1902.

The Commissioners of the Sinking Fund of the City of New York:

GENTLEMEN-It appears from the records that the lease of the premises on the north side of East 167th street, Borough of The Bronx, 100 feet east of the Southern Boulevard, which has been used by the former Department of Sewers of the Borough of The Bronx as a branch office, expired January 1, 1902.

As it will be necessary to keep this office in operation, I would respectfully request, pursuant to Section 217 of the Charter, that the lease of the said premises at a monthly rental of $25, taxes, assessments and water rates upon the premises to be paid by the lessor, Eliza N. Gray, be renewed for a period of two years from January 1, 1902.

I enclose herewith the lessor's copy of the original lease entered into May 2, 1899, and two renewals thereof, dated January 22, 1900, and the other dated March 2. 1901, and request that in the disposition of this matter, the enclosed lease and renewals thereof be transmitted to me so that I may return them to the lessor.

In connection therewith the Comptroller offered the following resolution:

Resolved, That the Comptroller be and is hereby authorized and directed to execute a renewal of the lease to the City, from Eliza N. Gray, of premises or north side of 167th street, Borough of The Bronx, 100 feet east of the

Boulevard, for the President of the Borough of The Bronx (formerly used by the Department of Sewers), for a term of two years from January 1, 1902, at a monthly rental of Twenty-five dollars ($25.00), the taxes, assessments and water rents upon the premises to be paid by the lessor-the Commissioners of the Sinking Fund deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made.

Which was unanimously adopted.

The following communication was received from the Corporation Counsel relative to a renewal of the lease of offices in the Staats Zeitung Building, Tryon Row, Borough of Manhattan:

Hon. EDWARD M. GROUT, Comptroller;

NEW YORK, January 17, 1902.

DEAR SIR-I have the honor to return to you a lease of April 9, 1900, for the second and third floors and rooms Nos. 1, 2 and 3 on the fourth floor of the New Yorker Staats Zeitung Building for the use of the Law Department, together with a letter from Mr. John Whalen, then Corporation Counsel, of date December 6, 1901, on the subject of renewal of the lease.

The rooms in the Staats Zeitung are very inadequate to the requirements of the Law Department, but in view of prospect of more suitable quarters in the New Hall of Records, I have agreed with Mr. Herman Ridder to renew the lease for one year from May 1, 1902, at the same rent, namely, $16,000 per annum.

Will you be so good as to obtain the consent of the Board of Commissioners of the Sinking Fund to make the renewal lease?

In connection therewith the Comptroller offered the following resolution:

Resolved, That the Comptroller be and is hereby authorized and directed to execute a renewal of the lease to the City, from the New Yorker Staats Zeitung, of the second and third floors and rooms Nos. 1, 2 and 3 on the fourth floor of the New Yorker Staats Zeitung Building, Tryon Row, Borough of Manhattan, for the use of the Law Department, for a term of one year from May 1, 1902, at a rental of Sixteen thousand dollars ($16,000) per annum, payable quarterly, otherwise upon the same terms and conditions as contained in the existing lease-the Commissioners of the Sinking Fund deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made.

Which was unanimously adopted.

The Comptroller presented the following communication from the Corporation Counsel relative to an assignment of rooms on the fourth floor of the RogersPeet Building, corner Broadway and Warren street, formerly occupied by the New East River Bridge Commission, for the use of the Commissioners of Estimate and Appraisal, together with a report of the Engineer of the Department of Finance, and offered the following resolution:

NEW YORK, January 11, 1902.

SIR-I beg to acknowledge the receipt of your communication of the 6th instant, relative to furnishing offices for the use of Commissioners of Estimate and Appraisal in condemnation proceedings required under the provisions of section 1446 of the amended Charter.

I am informed by Mr. Dunn, the assistant in charge of the Bureau of Street Opening, that the offices in the Gerken Building, Nos. 90 and 92 West Broadway, provided for the use of Commissioners of Estimate and Assessment in the street opening proceedings, are only sufficient for the proper conduct of the business of that bureau, and that it will not be possible to spare any of those offices for other purposes, and my personal examination confirms Mr. Dunn's statements.

I have examined the offices, rooms Nos. 401, 402 and 403 on the fourth floor of the Rogers-Peet Building, southwest corner of Broadway and Warren streets, referred to by you in your communication, and which, you state, are under lease to the City until May 1, 1903, and are now vacant.

They are suitable for the purpose in question, and I shall be pleased if they can be assigned for such use.

In accordance with the request of Hon. G. L. Rives, Corporation Counsel, dated January 11, 1902, I would respectfully recommend that the Commissioners of the Sinking Fund assign, for the use of the Commissioners of Estimate and Appraisal appointed by the Supreme Court, pursuant to section 1446 of the amended Greater New York Charter, the offices known as Nos. 401, 402 and 403, on the fourth floor of No. 258 Broadway, heretofore leased by the former Commissioners of the New East River Bridge, which lease extends to May 1, 1903.

Resolved, That the Commissioners of the Sinking Fund hereby assign for the use of the Commissioners of Estimate and Appraisal, appointed by the Supreme Court pursuant to section 1446 of the Amended Greater New York Charter, the offices known as Nos. 401, 402 and 403, on the fourth floor of No. 258 Broadway, in the Borough of Manhattan, heretofore leased by the former Commissioners of the New East River Bridge, which lease extends to May 1, 1903.

The report was accepted and the resolution unanimously adopted.

The following communication was received from the Police Department relative to an assignment of property at the corner of the Boulevard and Academy street, Rockaway Beach, Borough of Queens:

To the Honorable the Commissioners of the Sinking Fund:

January 7, 1902.

GENTLEMEN-The Police Commissioner this day, on communication from the Secretary of the Commissioners of the Sinking Fund, enclosing extracts of minutes of meeting of Sinking Fund Commissioners, held July 17th, 1901, in regard to an application of the Police Department for the assignment of certain property on the Boulevard, near Holland avenue, Rockaway Beach, on file, and the following proceedings are ordered:

Whereas, The Board of Education has consented to the transfer to the Police Department of the building formerly used as a schoolhouse on the Boulevard, near Holland avenue, Rockaway Beach, Borough of Queens, for the purposes of a station house for the 79th Precinct.

Ordered, That the Commissioners of the Sinking Fund be, and are hereby, respectfully requested to consent to the transfer to the Police Department from the Department of Education of said building and premises for the purposes stated, the building being a two-story frame, 60x120 feet, and lot 100x150 feet, on which a stable could be erected for police purposes, if desired.

Ordered, That the Commissioners of the Sinking Fund be and are hereby respectfully requested to authorize the Police Commissioner to establish, provide and furnish such sub-station for the accommodation thereat of members of the police force and as a place of temporary detention for persons arrested and property taken within the said sub-precinct.

In connection therewith the Comptroller presented the following report of the Engineer of the Department of Finance and offered the following resolution:

January 13, 1902.

DEAR SIR-Referring to the attached communication from the Police Department, dated January 7, 1902, I beg to report as follows:

The premises in question, on the northeast corner of the Boulevard and Academy street, Rockaway Beach, Borough of Queens, formerly used for school purposes, were acquired by the Trustees of "Old Free School District No. 23, Hempstead" in the years 1883 and 1886

The Board of Education having no further use for the building and grounds, the same were, by resolution of September 23, 1901, turned over to the Commissioners of the Sinking Fund. (See Minutes of October 11, 1901, p. 378.)

The plot appears to me to be larger than is necessary for the use of the Police Department for a station house and stable, but the position of the existing building on the plot which at present is to serve for a station house is such that no division of the property could be made at this time.

As it may be necessary in the future to provide for other departments in this locality, I would recommend that the Commissioners of the Sinking Fund assign, pursuant to section 205 of the Amended Greater New York Charter, the premises temporarily for the use of the Police Department, restricting the building of any new structures on so much of the plot as is marked R in the diagram attached, being 50 feet on the Boulevard by 150 feet in depth. This will leave ample room for a new station house, with 71 feet of frontage and stable in the rear, when the old building is removed, and at the same time provide for a double fire house on the restricted strip.

I would also recommend that the Police Commissioner be authorized to establish, etc., a sub-station on these premises, pursuant to section 320 of the Amended Charter.

Resolved, That the plot of ground, with the building thereon, situated on the northeast corner of the Boulevard and Academy street, Rockaway Beach, Borough of Queens, formerly used for school purposes, and turned over to the Commissioners of the Sinking Fund by resolution of the Board of Education, adopted September 23, 1901, be and the same is hereby temporarily assigned to the Police Department for a station house and stable; the building of any new structure on so much of the plot 50 feet front by 150 feet in depth, on the southeasterly corner of the plot, is hereby prohibited until such time as the consent of the Commissioners of the Sinking Fund shall have been obtained; and

Resolved, That, pursuant to the provisions of section 320, chapter 466 of the Laws of 1901, the Commissioners of the Sinking Fund hereby authorize the Police Commissioner to establish, provide and furnish the above-mentioned property for station house purposes.

The report was accepted and the resolution unanimously adopted.

The Comptroller presented the following communication from the Police Department, requesting authority to establish, provide and furnish certain station houses, together with a report of the Engineer of the Department of Finance thereon, and offered the following resolutions:
