On motion of the Recorder, the communication was referred to the Comptroller and the Counsel to the Corporation to take such measures as they may deem proper for the purpose of having the contract forfeited.

The Comptroller presented the following statement and resolution on refunding Croton water rents paid in error:

Applications have been made, as per statement herewith, for the refund of Croton water rents paid in error. The applications are severally approved by the Commissioner of Public Works, the Receiver of Taxes, or the Clerk of Arrears, and the amount so paid, five hundred and seventy-one dollars and ten cents ($571.10), has been deposited in the City Treasury to the credit of the Sinking Fund for the Payment of Interest on the City Debt.

Resolved, That a warrant, payable from the Sinking Fund for the Payment of Interest on the City Debt, be drawn in favor of the Chamberlain for the sum of five hundred and seventy-one dollars and ten cents ($571.10), for deposit in the City Treasury to the credit of "Croton Water Rent-Refunding Account," for refunding erroneous payments of Croton water rents, as per statement herewith.

Which resolution was unanimously adopted.

The Comptroller presented the following statement and resolution on fines payable to the New York Society for the Prevention of Cruelty to Children:

Fines for cruelty to children were imposed and collected by Courts of General Sessions and Special Sessions during the month of December, 1892, as per statement following. The cases were severally prosecuted by officers of the New York Society for the Prevention of Cruelty to Children; pursuant to section 5, chapter 122, Laws of 1876, the said society is entitled to the amount of such fines.

The amount collected has been deposited in the City Treasury to credit of the Sinking Fund for the Payment of the Interest on the City Debt.

The Comptroller presented the following statement and resolution on fines payable to the American Society for the Prevention of Cruelty to Animals:

Fines for cruelty to animals were imposed and collected by Court of Special Sessions during the month of December, 1892, as per statement following, pursuant to section 6, chapter 490, Laws of 1888. Such fines are payable to the American Society for the Prevention of Cruelty to Animals.

The amount of fines has been deposited in the City Treasury to credit of the Sinking Fund for the Payment of the Interest on the City Debt.

Resolved, That a warrant, payable from the Sinking Fund for the Payment of the Interest on the City Debt, be drawn in favor of the American Society for the Prevention of Cruelty to Animals, for the sum of one hundred and thirty-one dollars, being the amount of fines for cruelty to animals imposed and collected by the Court of Special Sessions during the month of December, 1892, as per statement herewith, and payable to the said society, pursuant to section 6, chapter 490, Laws of 1888.

The Comptroller presented the following statement and resolution on fines payable to the Dental Society of the State of New York:

On December 7, 1892, one David Kullman was convicted in Court of Special Sessions and fined fifty dollars ($50) for practicing dentistry contrary to the provisions of chapter 528, Laws of 1892.

The case was prosecuted by the Dental Society of the State of New York; which society, pursuant to section 3, of the said statute, is entitled to the amount of fine so imposed and collected.

The amount of fine was deposited in the City Treasury, to credit of the Sinking Fund for the Payment of the Interest on the City Debt.

Resolved, That a warrant, payable from the Sinking Fund for the Payment of the Interest on the City Debt, be drawn in favor of the Dental Society of the State of New York for the sum of fifty dollars ($50), being the amount of fine imposed upon and collected from David Kullman for practicing dentistry contrary to law, and payable to said society pursuant to section 3, chapter 528, Laws of 1892.

Which resolution was unanimously adopted.

The Comptroller presented the following statement and resolution on fines payable to the Medical Society of the County of New York:

In Court of Special Sessions, December 30, 1892, one Emil Kraft was convicted and fined $200 for illegally practicing medicine. The fine was paid to the Warden, Workhouse, Blackwell's Island, and has been duly deposited in the City Treasury to credit of the Sinking Fund for the Payment of the Interest on the City Debt.

The Medical Society of the County of New York, as complainant in this case, is entitled to the amount of said fine, pursuant to section 6, chapter 647, Laws of 1887.

Resolved, That a warrant, payable from the Sinking Fund for the Payment of the Interest on the City Debt, be drawn in favor of the Medical Society of the County of New York for the sum of two hundred dollars ($200), being the amount of fine imposed upon Emil Kraft for practicing medicine contrary to the provisions of chapter 647, Laws of 1887, as per statement herewith, and payable to the said society pursuant to section 6 of said statute.

Which resolution was unanimously adopted.

The Comptroller presented the following statement and resolution on fines payable to the College of Pharmacy:

From the returns of the Court of Special Sessions it appears that the following fines were imposed and collected for violations of the Pharmacy Law:

This total amount was deposited in the City Treasury to credit of the Sinking Fund for the Payment of the Interest on the City Debt.

Pursuant to section 2024 of the New York City Consolidation Act of 1882, the College of Pharmacy is entitled to the above fines, and the trustees of the said college, by their secretary, J. N. Hegeman, respectfully ask for the amount thereof.

Resolved, That a warrant, payable from the Sinking Fund for the Payment of the Interest on the City Debt, be drawn in favor of the Trustees of the College of Pharmacy for the sum of two hundred and fifty dollars, being the amount of fines for violation of the Pharmacy Laws imposed and collected by Court of Special Sessions in months of October and November, 1892, as per statement herewith, and payable to said college pursuant to section 2024 of New York City Consolidation Act of 1882. Which resolution was unanimously adopted.

The Comptroller presented the following statement and resolution to refund amounts paid in error for street vaults:

Applications are herewith submitted for the refund of amounts overpaid for street vault permits, viz.:

The above applications are accompanied with affidavits and certificates of City Surveyor and are duly certified, the one by the Secretary of the Department of Public Parks, approved by the President of the Department, the other certified by the Water Purveyor, approved by Commissioner of Public Works.

The amounts paid were deposited in Sinking Fund for the Redemption of the City Debt.
