I would also recommend that the Commissioner of Bridges be requested to obtain an opinion from the Corporation Counsel as to whether or not the railroad companies crossing the bridge should not be compelled to pay part of the expenses incurred in the leasing of the new temporary right of way.

Resolved, That the Corporation Counsel be and is hereby requested to prepare a lease to the City, from Messrs. Donahue & Halleran, of the following described property in the Town of Flushing, Borough of Queens, for the use of the Department of Bridges:

"Beginning on the westerly side of Lawrence street at a point about three hundred (300) feet northerly from the intersection of Lawrence street and Broadway; thence northerly along the westerly line of Lawrence street forty-six (46) feet; thence westerly thirty-five (35) feet; thence westerly again one hundred (100) feet, more or less, to the easterly bulkhead line of Flushing creek; thence southerly along the easterly bulkhead line of Flushing creek thirty (30) feet; thence easterly along the southerly line of the coal yard of Donahue & Halleran one hundred (100) feet; thence again easterly thirty-five (35) feet to the westerly line of Lawrence street to the point or place of beginning,"

--for a term of eighteen months, commencing April 1, 1904, at a rental of one hundred and fifty dollars ($150) per month, with the privilege of monthly renewals at the expiration of said lease at the same rate per month until the permanent bridge across Flushing creek is completed and ready for traffic; an allowance of five hundred dollars ($500) in addition to the rent to be paid to Messrs. Donahue & Halleran for the removal of the barn to provide the right of way to said property; the said rent and allowance to be paid from the amount appropriated for the construction of the Bridge across Flushing creek; and the Commissioners of the Sinking Fund deeming that it would be for the interests of the City that a lease of the premises for the purposes specified should be made, the Comptroller be and is hereby authorized and directed to execute the same when prepared and approved by the Corporation Counsel, as provided by sections 149 and 217 of the Greater New York Charter.

Resolved, That the Corporation Counsel be and is hereby requested to prepare a lease to the City from Messrs. Prendergast & Breen of the following described property in the Town of Flushing, Borough of Queens, for the use of the Department of Bridges:

"Beginning at a point on the northerly side of Jackson avenue, in the Town of Newtown, about two hundred and sixty (260) feet westerly from the bulkhead line of

Flushing creek; thence northerly about one hundred and fifty (150) feet to the northerly line of the property of Prendergast & Breen; thence westerly along said northerly line of said property thirty (30) feet; thence southerly about one hundred and fifty (150) feet to the northerly line of Jackson avenue; thence easterly along said northerly line of Jackson avenue forty-six (46) feet to the point or place of beginning,"

-for a term of eighteen months, commencing April 1, 1904, at a rental of thirty dollars ($30) per month, with the privilege of monthly renewals at the expiration of said lease at the same rate per month until the permanent bridge across Flushing creek is completed and ready for traffic, said rent to be paid from the amount appropriated for the construction of the bridge; and the Commissioners of the Sinking Fund deeming that it would be for the interests of the City that a lease of the premises for the purposes specified should be made, the Comptroller be and is hereby authorized and directed to execute the same when prepared and approved by the Corporation Counsel, as provided by sections 149 and 217 of the Greater New York Charter.

"Beginning at a point at the bulkhead line on the westerly side of Flushing creek, in the Town of Newtown, about one hundred and seventy (170) feet northerly from the northerly line of Jackson avenue; thence westerly and southerly about two hundred and twenty-five (225) feet to the southerly line of the property of Mrs. Anna Herring; thence westerly along said southerly line of said property of Mrs. Herring about thirty (30) feet; thence northerly and easterly about two hundred and twenty-five (225) feet to the westerly bulkhead line of Flushing creek; thence southerly thirty (30) feet along said bulkhead line to the point or place of beginning,”

-for a term of eighteen months, commencing April 1, 1904, at a rental of seventy-five dollars ($75) per month, with the privilege of monthly renewals at the expiration of said lease at the same rate per month until the permanent bridge is completed and ready for traffic, said rent to be paid from the amount appropriated for the construction of the bridge across Flushing creek; and the Commissioners of the Sinking Fund deeming that it would be for the interests of The City that a lease of the premises for the purposes specified should be made, the Comptroller be and is hereby authorized and directed to execute the same when prepared and approved by the Corporation Counsel, as provided by sections 149 and 217 of the Greater New York Charter.

The report was accepted and the resolutions severally unanimously adopted.

The following communication was received from the Trustees of Bellevue and Allied Hospitals, relative to a renewal of the lease of premises No. 521 East One Hundred and Twentieth street, Borough of Manhattan:

NEW YORK, February 19, 1904.

Commissioners of the Sinking Fund, No. 280 Broadway, New York City:

GENTLEMEN-The Trustees of Bellevue and Allied Hospitals respectfully request that the Commissioners of the Sinking Fund renew for one year, with the privilege of further renewal for one year, the lease for the premises No. 521 East One Hundred and Twentieth street, used as an annex to the Harlem Hospital. The date of occupation was December 1, 1902, and the lease expired December 1, 1903. The owner is Mrs. Catharine J. Nagle of No. 3 East One Hundred and Twenty-ninth street, and the annual rental is $840, payable monthly. The expense of alterations and repairs is borne by the City. Heat and light are also provided by the City, but the water tax is paid by the owner. The premises are the most reasonable that can be secured in the neighborhood for the purpose desired, and the appropriation from which the rental is to be paid is sufficient to cover it.

In connection therewith the Comptroller offered the following resolution: Resolved, That the Comptroller be and is hereby authorized and directed to execute a renewal of the lease to the City, from Mrs. Catharine J. Nagle, of premises at No. 521 East One Hundred and Twentieth street, Borough of Manhattan, for hospital purposes, to be used as an annex to the Harlem Hospital, for a term of one year from December 1, 1903, with the privilege of a further renewal for one year, at an annual rental of eight hundred and forty dollars ($840), payable monthly, otherwise upon the same terms and conditions as contained in the existing leasethe Commissioners of the Sinking Fund deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made. Which was unanimously adopted.

The following communication was received from the Department of Public Charities, relative to a renewal of the leases of premises Nos. 418 and 420 East Fifty-first street, Borough of Manhattan:

February 16, 1904.

To the Honorable the Sinking Fund Commissioners, N. TAYLOR PHILLIPS, Secretary: DEAR SIR-The lease on the premises No. 418 East Fifty-first street will expire on May 15, 1904, and the lease on premises No. 420 East Fifty-first street will ex

pire on June 1, 1904.

The rent of No. 418 is $45 per month, and the rent of No. 420 is $50 per month. I hereby make application to your Honorable Board for the Commissioner for the renewal of these leases to November 1 in each case. The lease of No. 418 is to be made out for the estate of Abby B. Cosby; the owner pays the taxes and water rent and keeps the property in thorough repair. The lease for No. 420 is to be made out for Matilda Mosher, the owner to pay taxes and water rent and make all necessary repairs. These premises recommended for the renewal of lease are the most reasonable that can be secured in the neighborhood for the purposes desired, and the appropriation from which the rental is to be paid is sufficient to cover it.

Premises No. 418 East Fifty-first street, Borough of Manhattan, for a term from May 15, 1904, to November 1, 1904, at a rental at the rate of five hundred and forty dollars ($540) per annum, payable monthly; the owner to pay for taxes and water rent and keep the property in thorough repair, otherwise upon the same terms and conditions as contained in the existing lease. Lessor, Silas F. Overton, executor of the estate of Abby B. Cosby.

Premises No. 420 East Fifty-first street, Borough of Manhattan, for a term from June 1, 1904, to November 1, 1904, at a rental at the rate of six hundred dollars ($600) per annum, payable monthly; the owner to pay the taxes and water rent and make the necessary repairs, otherwise upon the same terms and conditions as contained in the existing lease. Lessor, Matilda Mosher.

-the Commissioners of the Sinking Fund deeming the said rents fair and reasonable and that it would be for the interests of the City that such leases be made.

Which was unanimously adopted.

The Comptroller presented the following report and offered the following resolution, relative to a renewal of the lease of the plot of ground consisting in part

of Nos. 606, 608, 610 and 612 West Fifty-second street, Borough of Manhattan, for the Department of Street Cleaning:

February 25, 1904.

SIR-In a communication under date of February 5, the Hon. John McGaw Woodbury, Commissioner of the Department of Street Cleaning, requests the renewal of the lease of the plot of ground 100 feet front by 50 feet deep, more or less, consisting in part of Nos. 606, 608, 610 and 612 West Fifty-second street, Borough of Manhattan, for a term of three years from May 1, 1904, at an annual rental of $1,350, payable quarterly.

An examination of this property shows that it has been occupied by the Department of Street Cleaning for the storage of carts and wagons for several years under a lease, at an annual rental of $1,200, the last renewal being authorized by the Commissioners of the Sinking Fund April 10, 1901. (See minutes, Sinking Fund, page 113.)

The necessity for a renewal of this lease is obvious, for the reason that the premises desired to be leased immediately adjoin a Department stable which the City has under lease until 1911. The value of the property has increased, owing especially to the location of the De Witt Clinton Park, and the assessment for 1904 is $26,500, being an increase of $12,000 over the year 1903.

In an interview Mr. Gustave W. Rader agrees to accept $1,300 per annum instead of $1,350, as asked for by Commissioner Woodbury, and as this rent is reasonable I would respectfully recommend that the Commissioners of the Sinking Fund authorize a renewal of the lease for another term of three years from May 1, 1904, at an annual rental of $1,300, payable quarterly, otherwise upon the same terms and conditions as are contained in the existing lease.

Rader, of the plot of ground 100 feet front by 50 feet deep, more or less, in Fifty-second street, west of Eleventh avenue, consisting in part of Nos. 606, 608, 610 and 612 West Fifty-second street, Borough of Manhattan, for a term of three years from May 1, 1904, at an annual rental of thirteen hundred dollars ($1,300), payable quarterly, and Croton water tax, otherwise upon the same terms and conditions as contained in the existing lease; the Commissioners of the Sinking Fund deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made.

The report was accepted and the resolution unanimously adopted.
