Resolved, That the Commissioner of Docks be and is hereby authorized to obtain such expert services as may be necessary for the preparation of plans, estimates, etc., for a new ferry terminal house at the foot of Whitehall street, Borough of Manhattan.

The report was accepted and the resolutions severally unanimously adopted.

The following communication was received from the Commissioner of Docks relative to the purchase of 70 feet of bulkhead on the East river, commencing at a point 230 feet easterly of the easterly line of Gouverneur Slip Pier, east, from the Century Stearic Acid Candle Works:

NEW YORK, March 28, 1904.

Hon. GEORGE B. MCCLELLAN, Mayor, and Chairman of the Commissioners of the Sinking Fund:

SIR-On May 20, 1903, the Commissioners of the Sinking Fund authorized the Commissioner of Docks to serve offers upon the owners of the 282 feet of bulkhead on the East river easterly of Pier, old 52, East river, as follows:

For 130 feet of bulkhead extending easterly from the easterly line of the
pier

For the next 100 feet extending further eastwardly.
For the next 52 feet extending still further eastwardly.

The last-mentioned 52 feet of bulkhead is the property of the Century Stearic Acid Candle Works, and the offer is based upon a rate of $207 per front foot. The request of the former Commissioner of Docks for authority to serve the offers apparently must have been made upon the assumption that the said company owned but 52 feet of the bulkhead, but after investigation I find that the company really owns practically 70 feet of the bulkhead thereat; of course, it would not be to the interest of the City to acquire 52 feet of the bulkhead, leaving the company still holding title to some 18 feet adjoining.

I would therefore respectfully request that the Commissioners of the Sinking Fund authorize the Commissioner of Docks to make and serve upon the owners of the property a written offer for the purchase of the bulkhead commencing at a point 230 feet easterly of the easterly line of Gouverneur Slip Pier, east, formerly known as Pier, old 52, East river, and running thence easterly a distance of about 70 feet, more or less, at the rate of $207 per running foot, and that in the event of such offer not being accepted that the Commissioner of Docks be authorized to direct the Corporation Counsel to take legal proceedings to acquire the property.

This application may be properly approved by the Commissioners of the Sinking Fund, and I would recommend that so much of the resolution adopted May 20, 1903 (Minutes, page 505), as refers to the purchase of 52 feet of bulkhead from the Century Stearic Acid Candle Works be rescinded, and a new resolution adopted authorizing the Dock Commissioner to offer said company a price of $207 per foot for 70 feet, more or less.

In connection therewith the Comptroller offered the following resolutions:

Resolved, That so much of the resolution adopted by this Board at meeting held May 20, 1903, as relates to the purchase from the Century Stearic Acid Candle Works of the fifty-two feet of bulkhead, commencing at a point two hundred and thirty feet easterly of the easterly line of Gouverneur Slip Pier, East, formerly known as Pier, old 52, East river, and running easterly a distance of fifty-two feet, be, and the same is hereby rescinded.

Resolved, That pursuant to the provisions of section 822 of the Greater New York Charter, the Commissioners of the Sinking Fund hereby authorize and direct the Commissioner of Docks to make and serve upon the Century Stearic Acid Candle Works a written offer to purchase the bulkhead, commencing at a point two hundred and thirty feet easterly of the easterly line of Gouverneur Slip Pier, East, formerly known as Pier, old 52, East river, and running thence easterly a distance of seventy feet more or less, at the rate of two hundred and seven dollars ($207) per running foot, and that, in the event of such offer not being accepted, the Commissioner of Docks is hereby authorized to direct the Corporation Counsel to take the legal proceedings to acquire the property, as further provided in said section.

Which were severally unanimously adopted.

The Comptroller presented the following statement and resolution relative to the lease of premises corner of Westchester and Greene avenues, Borough of The Bronx, for the use of the President of the Borough (see page 16):

SIR-The Commissioners of the Sinking Fund, under date of January 20, 1904, adopted the following resolution:

"Resolved, That the Comptroller be and is hereby authorized and directed to execute renewals of leases to the City of the following-described premises for the use of "the President of the Borough of The Bronx :

“The plot of land situated on the southeast corner of Westchester and Greene avenues, Borough of The Bronx, for a term of one year from January 1, 1904, at an annual rental of one hundred dollars ($100), payable quarterly and on the same terms and 'conditions as contained in the existing lease; Mary E. Moore, lessor."

It seems that Mary E. Moore is not now the owner of the premises, and the present

owner requests that the resolution be amended by inserting the name Michael J. Gilhuly as lessor, and I would so recommend.

Moore, of the plot of land situated on the southeast corner of Westchester and Greene avenues, Borough of The Bronx, for the use of the President of the Borough of The Bronx (paragraph 1) be and the same is hereby amended by substituting the name of "Michael J. Gilhuly" as the lessor in place of Mary E. Moore."

Which resolution was unanimously adopted.

The following communication was received from the Department of Street Cleaning, relative to a renewal of the lease of premises No. 239 Ninth street, Borough of Brooklyn:

NEW YORK, March 31, 1904.

Hon. GEORGE B. MCCLELLAN, Mayor, and Chairman of the Commissioners of the Sinking Fund:

SIR-I request the consent and approval of your Board, pursuant to section 541 of the Charter, for a renewal of the lease from the Nassau Trust Company (126 Broadway, Brooklyn), as executor of the last will and testament of William N. Tebo, deceased, of the store of the premises known as No. 239 Ninth street, in the Borough of Brooklyn, for another term of three years from May 1, 1904, at the annual rental of $360, payable quarterly; otherwise upon the same terms and conditions as contained in the existing lease.

I would respectfully recommend that the Commissioners of the Sinking Fund authorize a renewal of this lease upon the same terms as in the present existing lease.

Tebo, deceased, of the store of premises No. 239 Ninth street, Borough of Brooklyn, for a term of three years from May 1, 1904, at an annual rental of three hundred and sixty dollars ($360), payable quarterly; otherwise upon the

same terms and conditions as contained in the existing lease-the Commissioners of the Sinking Fund deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made.

Which was unanimously adopted.

The following communication was received from the Department of Street Cleaning, relative to a renewal of the lease of premises No. 728 Hicks street, Borough of Brooklyn:

NEW YORK, February 24, 1904.

Hon. GEORGE B. McClellan, Mayor, and Chairman of the Commissioners of the Sinking Fund:

SIR-I request the consent and approval of your Board, pursuant to section 541 of the Greater New York Charter, for a renewal of the lease from John J. Brady, as agent (residing at No. 726 Hicks street), of the store at the premises known as No. 728 Hicks street, in the Borough of Brooklyn, for another term of three (3) years, from May 1, 1904, at the annual rental of $300, payable quarterly, and otherwise on the same terms and conditions as are contained in the existing lease.

The following communication was received from the Examining Board of Plumbers, relative to a renewal of the lease of premises at No. 149 Church street, Borough of Manhattan:

NEW YORK, March 28, 1904.

To the Commissioners of the Sinking Fund, Stewart Building, No. 280 Broadway, City: GENTLEMEN-We respectfully ask your honorable members to renew the lease of Rooms Nos. 14, 15 and 16, Aldrich Building, No. 149 Church street, now used by this

Board. The location is central for applicants from all the boroughs and the rooms meet with all the requirements of the Board. The present lease expires May 1, 1904. Respectfully,

Aldrich, executrix, etc., of Rooms Nos. 14, 15 and 16, on the second floor of the Aldrich Building, No. 149 Church street, Borough of Manhattan, occupied by the Examining Board of Plumbers, for a term of one year from May 1, 1904, at an annual rental of nine hundred and sixty dollars ($960), payable quarterly, otherwise upon the same terms and conditions as contained in the existing lease-the Commissioners of the Sinking Fund deeming the said rent fair and reasonable, and that it would be for the interests of the City that such lease be made.

Which was unanimously adopted.

The following communication was received from the President of the Borough of Queens relative to a renewal of the lease of premises at No. 48 Jackson avenue, Long Island City:

LONG ISLAND CITY, March 21, 1904.

To the Sinking Fund Commission, City Hall, New York City:

GENTLEMEN-The lease on the ground floor and basement of the premises known as No. 48 Jackson avenue, Long Island City, and occupied by the Bureau of Street Cleaning, which was previously leased by The City of New York, expired on the Ist inst., and Mr. Cassidy requests me to ask if you will kindly have said lease renewed.
