The report was accepted and the resolution unanimously adopted.

The Comptroller presented the following report and offered the following resolutions relative to the lease of the parlor floor of premises No. 977 Flatbush avenue, Borough of Brooklyn, for the Board of Education:

APRIL 9, 1904.

SIR-The Commissioners of the Sinking Fund at a meeting held on November 18, 1903, adopted a resolution authorizing the Board of Education to enter into a lease of the parlor floor of premises No. 977 Flatbush avenue, Borough of Brooklyn, to be used as an annex to Erasmus Hall High School.

It seems that the owner of the property has declined to execute a renewal unless there will be included therein a specific statement that the Board of Education will not occupy said premises after September 1, 1904. I see no objection to having such a clause inserted in the lease, as the lessor so desires, although I do not see the necessity therefor, for the reason that the lease expires of itself on September 1, 1904, and the owner need only refuse to renew it, but inasmuch as it is requested to have this amendment made, I respectfully recommend that the Sinking Fund Commissioners adopt a resolution rescinding their resolution of November 18, 1903, and adopt the following resolution:

Resolved, That the Commissioners of the Sinking Fund hereby approve of and consent to the execution by the Board of Education of a lease to the City from Ambrose A. Wicklund of room with closet adjoining on the parlor floor of the building known as No. 977 Flatbush avenue, Borough of Brooklyn, for the use of the Board of Education for a term of one year from September 1, 1903, at an annual rental of three hundred dollars, payable quarterly, the owner to provide heat and janitor service, the Board of Education to make the necessary repairs and alterations-the Commissioners of the Sinking Fund deeming the said rent fair and reasonable, and that it would be for the interest of the City that such lease be made.

Which resolution, when adopted, will, I think, comply with the request of the lessor and of the resolution of the Board of Education.

The following report and resolution were received from the Board of Education, relative to the leases of premises known as Balzer Hall and the vacant lot adjoining, located on Prospect and Grant streets, Borough of Brooklyn:

To the Executive Committee:

The Committee on Buildings respectfully reports that on November 18, 1903 (see Journal, page 3097), a resolution was adopted requesting the Commissioners of the Sinking Fund to authorize a renewal of the lease of the premises known as Balzer Hall, and the adjoining lot at Prospect and Grant streets, Borough of Brooklyn, for a period of two years from April 19, 1904, at an annual rental of $800; owners, Adam and Elizabeth F. Balzer. On January 20, 1904, the requisite authority was granted by the Sinking Fund Commission, but on proceeding to execute the renewal it was learned that Adam Balzer had no interest whatever in the property, that the adjoining lot, formerly owned by him, was sold under foreclosure proceedings some eighteen months ago, and that the owner is now Jennie V. Wilbur, John Z. Lott, attorney.

Mrs. Balzer is willing to lease Balzer Hall at a rental of $600 per annum, and Mrs. Wilbur will lease the vacant lot adjoining at a rental of $200 per annum, making the total rental the same as now paid.

The following resolutions are submitted for adoption:

Resolved, That so much of the resolution adopted by the Executive Committee November 18, 1903 (see Journal, page 3097), as applied to requesting the Commissioners of the Sinking Fund to authorize a renewal of the lease of Balzer Hall and the vacant lot adjoining be and it is hereby rescinded.

Resolved, That the Commissioners of the Sinking Fund be and they hereby are requested to rescind the resolution adopted by them on January 20, 1904, approving the execution of the renewal aforesaid;

Resolved, That the Commissioners of the Sinking Fund be and they are hereby requested to authorize a lease of the premises known as Balzer Hall, located at Prospect and Grant streets, Borough of Brooklyn, for a term of two years, from April 19, 1904, at an annual rental of six hundred dollars, payable quarterly, the Board of Education to make the necessary repairs. Owner, Elizabeth F. Balzer.

Resolved, That the Commissioners of the Sinking Fund be and they hereby are requested to authorize a lease of the plot of land 49 feet 11 inches by 144 feet, situ

ated on the northerly side of Grant street, immediately adjoining Balzer Hall, Prospect and Grant streets, Borough of Brooklyn, for a term of two years, from April 19, 1904, at an annual rental of two hundred dollars. Owner, Jennie V. Wilbur, John Z. Lott, attorney.

The Commissioners of the Sinking Fund, at a meeting held on January 20, 1904, approved of the lease by adopting the necessary resolution. At a meeting of the Board of Education, held on the 16th day of March, 1904, a resolution was adopted rescinding their resolution of November 18, 1903, and requesting the Commissioners of the Sinking Fund to rescind their resolution of January 20, 1904, and adopt a resolution authorizing a lease of the premises known as Balzer Hall, located on Prospect and Grant streets, Borough of Brooklyn, for a term of two years from April 19, 1904, at an annual rental of $600, payable quarterly, the Board of Education to make the necessary repairs; lessor, Elizabeth F. Balzer. And also to adopt a second resolution authorizing a lease of the plot of land 49 feet 111⁄2 inches by 144 feet, situated on the northerly side of Grant street, immediately adjoining Balzer Hall, Prospect and Grant streets, Borough of Brooklyn, for a term of two years, from April 19, 1904, at an annual rental of $200, payable quarterly; lessor, Jennie V. Wilbur; John Z. Lott, attorney.

This request of the Board of Education arises from the fact of a change of ownership in the property, and I would respectfully recommend that the request of the Board of Education be approved, and resolutions be adopted in accordance therewith.

Lott, attorney, of the plot of land forty-nine feet eleven and one-half inches (49′ 111⁄2") by one hundred and forty-four feet (144'), situated on the northerly side of Grant street, immediately adjoining Balzer Hall, located on Prospect and Grant streets, in the Borough of Brooklyn, for a term of two years from April 19, 1904, at an annual rental of two hundred dollars ($200), payable quarterly-the Commissioners of the Sinking Fund deeming the said rent fair and reasonable and that it would be for the interests of the City that such lease be made.

The report was accepted and the resolutions severally unanimously adopted.

The Comptroller presented the following report of the Appraiser of Real Estate, and offered the following resolution relative to a renewal of the leases of premises No. 1216 Bedford avenue, Brooklyn, and No. 426 East Seventy-second street, Borough of Manhattan, for the Board of Education:

SIR-The Board of Education, at a meeting held January 27, 1904, adopted the following resolution:

"Resolved, That the Commissioners of the Sinking Fund be and they hereby are 'requested to authorize a renewal of the leases of the following-named premises for "school purposes on the terms and at the rentals specified:

The Department of Buildings and the Department of Health having reported favorably upon the use of these premises for school purposes, I would respectfully recommend that the Commissioners of the Sinking Fund adopt a resolution authorizing a renewal of these two leases upon the same terms and conditions as are in the present existing leases.

Resolved, That the Commissioners of the Sinking Fund hereby approve of and consent to the execution by the Board of Education of renewals of leases to the City, as follows:

The store of premises No. 1216 Bedford avenue, in the Borough of Brooklyn, used as an annex to the Commercial High School, for a term of one year, from July I, 1904, at an annual rental of six hundred dollars ($600), payable quarterly; otherwise upon the same terms and conditions as contained in the existing lease; Cornelius Sullivan, lessor.

2. The parlor floor of premises No. 446 East Seventy-second street, Borough of Manhattan, for a term of one year from March 20, 1904, at an annual rental of three hundred and sixty dollars ($360), payable quarterly; otherwise upon the same terms and conditions as contained in the existing lease; The Associated Alumnæ of the Normal College, lessor;

-the Commissioners of the Sinking Fund deeming the said rents fair and reasonable, and that it would be for the interests of the City that such leases be made.

The report was accepted and the resolution unanimously adopted.

The following report and resolution were received from the Board of Education relative to a lease of rooms in the Ridgewood Reform Church, situated at the southeast corner of Smith street and Rathjen avenue, Evergreen, Borough of Queens: To the Executive Committee:

The Committee on Buildings respectfully reports that it has had under consideration the advisability of renting the basement of the Ridgewood Reformed Church, situated at the southeast corner of Smith street and Rathjen avenue, Evergreen, Borough of Queens.

The City Superintendent states that there is need for additional school accommodations in this vicinity, there being in Public School 68 four hundred and forty-three children on part time. The Deputy Superintendent of School Buildings for the borough reports that the rent is reasonable. The Department of Health and the Department of Buildings certify that with the exception of some repairs, which the Board of Education agrees to make, the building is sanitary, structurally safe and provided with necessary exits in case of fire.

The following resolution is therefore submitted for adoption:

Resolved, That the Commissioners of the Sinking Fund be and they hereby are requested to authorize a lease of the entire basement of the Ridgewood Reformed Church, situated on the southeast corner of Smith street and Rathjen avenue, Evergreen, Borough of Queens, for a term of two years from May 1, 1904, with the privilege of renewal for an additional year, at an annual rental of $250 and water rent, payable quarterly; the lessors, the Ridgewood Reformed Church, Rev. George R. Israel, President, Frank W. Vail, Clerk, Evergreen, L. I., to keep the building in
