The Comptroller presented the following report and offered the following resolution relative to an amendment to resolution authorizing a lease of premises on the westerly side of Lawrence street and Broadway, Town of Flushing, Borough of Queens for the Department of Bridges (see page 186):

AUGUST 24, 1904.

SIR-The Commissioners of the Sinking Fund at a meeting held on the 29th day of February, 1904, adopted a resolution authorizing a lease of premises on the westerly side of Lawrence street and Broadway, in the Town of Flushing, Borough of Queens, from Messrs. Donahue & Halleran.

Application has been made to have the name of the lessor changed to read "Donoghue & Halleran, instead of Donahue and Halleran," and I would respectfully recommend that the Commissioners of the Sinking Fund so amend said resolution.

Resolved, That the resolution adopted by this Board at meeting held February 29, 1904, authorizing a lease to the City, from Messrs. Donahue and Halleran, of premises on the westerly side of Lawrence street and Broadway, in the Town of Flushing, Borough of Queens, for the use of the Department of Bridges, be and the same is hereby amended by changing the name of the lessor so as to read "Donoghue and Halleran" in place of "Donahue and Halleran."

Which resolution was unanimously adopted.

Proceedings of the Commissioners of the Sinking Fund, at a Meeting Held in Room 16, City Hall, at 1 o'clock P. M., on Friday, September 16, 1904.

Present-George B. McClellan, Mayor; Edward M. Grout, Comptroller; Patrick Keenan, Chamberlain, and John T. McCall, Chairman Finance Committee, Board of Aldermen.

The Comptroller presented the following report and offered the following resolution, relative to a sale at public auction of property owned by the City, on the southerly side of the Brooklyn Bridge, just easterly of William street, in the Borough of Manhattan, turned over to the Commissioners of the Sinking Fund by the Commissioner of Bridges September 8, 1904; see communication following:

SEPTEMBER 15, 1904.

SIR-The City of New York is the owner of a piece of property shown on the map hereto annexed, which is made part of this report, acquired with other property for the New York and Brooklyn Bridge. Application has been made to the Commissioners of the Sinking Fund by J. V. and H. V. D. Black, in which communication they desire to purchase the property, and offer $2,500 for the same. Examination has shown that the property is worth at least $4,000, and J. V. and H. V. D. Black have agreed to bid that sum therefor.

The Commissioner of the Department of Bridges, in a communication under date of September 8, 1904, turns over to the Commissioners of the Sinking Fund, under and by virtue of the provisions of section 205 of the Amended Greater New York Charter, the property as shown on said diagram, as "being no longer required for Departmental purposes," in order that the Commissioners, by appropriate resolution, may dispose of the same at public auction.

I would respectfully recommend that the Commissioners of the Sinking Fund adopt a resolution authorizing the sale of the following-described property at public auction, at an upset price of not less than $4,000:

All that certain interior lot, piece or parcel of land, situate, lying and being in the Borough of Manhattan, County, City and State of New York, bounded and described as follows:

Beginning at a point in a line, which point is distant 15 feet 54 inches southeasterly from William street and which line when prolonged northwesterly would intersect (forming an angle of 91 degrees 7 minutes) the southerly side of William street at a point 83 feet 9 inches northeasterly from the corner of William and Frankfort streets, and running thence southeasterly 36 feet 934 inches; thence northeasterly I feet 634 inches; thence northwesterly 38 feet 10% inches to the point or place of beginning, containing in area 212.9 square feet, upon the following

Terms and Conditions.

The highest bidder will be required to pay 25 per cent. of the amount of his bid, together with the auctioneer's fees at the time of sale; 75 per cent., the balance of the purchase money, thirty days after the date of sale, when the deed will be ready for delivery.

The Comptroller may, at his option, resell the property if the successful bidder shall fail to comply with the terms of sale, and the person failing to comply therewith will be held liable for any deficiency which may result from such sale.

The right is reserved to reject any and all bids.

To the Board of Sinking Fund Commissioners, City of New York:

SEPTEMBER 8, 1904.

GENTLEMEN—I send you herewith prints showing a piece of property acquired for the Manhattan Bridge in the Borough of Brooklyn and located near the corner of Plymouth and Adams streets in that borough, and which is a part of a piece of property which was acquired from Messrs. Dodge & Olcott, and is adjacent to property now owned by the Robert Gair Company.

I also send you print showing a piece of property on the southerly side of the Brooklyn Bridge, just easterly of William street, and abutting the property now owned by J. V. & H. V. D. Black, who are now putting up a building which surrounds this piece of property on the southerly side.

I inclose herewith copy of letter received from Messrs. Black referring to this matter, in which they offer a specific price for the property.

Neither of these pieces of property are now required for the use of this Department, and both may be sold to the advantage of the City.

I beg leave herewith to turn these pieces of property over to the Sinking Fund Commissioners under and by virtue of the provisions of section 205 of the Amended Greater New York Charter, for the purpose of having a resolution adopted exposing the same for sale at public auction, under and by provisions of the said section.
