Some of the characters and scenes made their first appearance in "The old Adam," an anonymous story pubfished in Lippincott's Magazine in May, 1888. As reworked the plot is quite new. A young New Yorker, after running for Congress and being defeated, goes to Europe with his cousin, a Western girl, a graduate of Oberlin University, Ohio, whose mission is to emancipate women, and especially do away with corsets, to which she traces all the mental, moral, and social weakness of In Rome he meets Constance Douglas, in the light of whose countenance almost every man introduced finds his pleasure or his pain. From this point the narrative as time, and under the patronage of our friend Charáxes sumes an unusual interest, new lovers appear in due difficulties are removed and all ends joyously.

Dr. Brandes, the genial and acute Danish critic, who is already favorably known by his "Eminent authors of the nineteenth century, used his exceptional opportunities during a lecturing tour in Russia to study its men and manners. He mingled with all classes and his keen observation enabled him to get a remarkable insight into much that is enigmatical. The first part of his volume is full of piquant anecdotes, clever characterizations and bright descriptions. The reader will not wonder that the book has been put upon the "Index expurgatorius" by the lynx-eyed censor. The second part deals with Russian literature and gives much information about the more famous as well as the less known writers of the present century.

Mr. Brownell writes evidently from careful observation here and abroad. In 10 chapters entitled "The social instinct, "Sense "Morality," "Intelligence," " "Manners, "Women," and sentiment, "The art in19 "Democracy. and stinct," "The provincial spirit,' "New York after Paris "-he compares the French people with a corresponding class in England and America. The book is a testimony to the French character, without being disagreeably critical to the American seeks to show however that we might learn something from the ever-present French courtesy and sympathy. The essays were first published in Scribner's Magazine.

"Browning's fondness for dramatic lyrics is perhaps more strongly marked here than it had been for some time previously, but the lyrics themselves have not the passionate movement, the concentrated energy, of many of his early dramatic poems. Narrative and reflective, introspective verse had become preferred before those of vivid action. The influence of Browning's beloved Italy is strong; sometimes too much so for complete healthfulness. His intellectual restlessness and discontent are expressed even more involvedly than usual in such poems as 'Rephan, while in 'Reverie' he approaches as near a concrete definition of his belief regarding the future as he ever put on paper. In the forepart of the volume are a handful of little love poems, far more dainty, graceful, and flexible than the public have learned to expect from Robert Browning." -New York Tribune.

The picture the author paints of the present moral and mental condition of the southern negro is not flattering. His moral degradation is especially dwelt upon, the fact, that he was made a votes, as a great mistake, and his general decadence prophesied. He looks upon which will grow more alarming as the race rapidly increases with time. He does not think that either the education of the church or school greatly improves the to him without hope. race, hence their future seems When a struggle comes for his whole political rights-as

Seven plates of as many children, beautifuly printed in colors from original designs. There is a little German girl, a Japanese, a tearful, naughty little schoolgirl, an Italian girl with her tambourine, a little Norwegian nursing her cat, a pretty, coquettish French girl, and a sleepy girl in her nightgown, going to bed, candle in one hand and her sleepy puppy in the other. The portfolio is grained to imitate birchwood, and is tied with tan-colored satin ribbons. *Brunner, Albert J. Digest of the cases reported in the American decisions, v. 61-100. V. 3, 1853-1869. By the author of "The Colonel's opera cloak." Rather a succession of episodes than a story. The narrator is a young married woman, her subjects being her housekeeping, her servants, her family, her friends, and her house. A thread of a story holds the chapters together, but they could just as well be enjoyed apart. The style is extremely amusing, the lady's experience with her servants being quite laughable.

The outline of the work 13 simple. After an interesting introduction, the national government is considered in Pt. 1, and here the American reader will find much that is new and informing in the views of the President, the Cabinet. the Senate, and the House, especially in such chapters as "Why great men are not chosen President" and "The House at work." covers the state and municipal governments. This portion includes a chapter by Hon. Seth Low, ex-Mayor of Brooklyn, on municipal government, and another by Mr. Frank Goodnow. Pt. 3 is a study of the party system, in extraordinary detail. In Pt. 4 public opinion here is analyzed and emphasized. Pt. 5 consists of illustrations and reflections on specific features of our system, and Pt. 6 takes up the social incidents of the country, such as railroads, Wall Street, the Universities, the position of women, etc., as illustrative of our general status. The notes and appendices are very full and very valuable, including, for instance, as a typical state constitution that of California in full, and presenting also other data which an American could not easily put his hand upon elsewhere.
