"Orlandi was born at Campina (in the district of Viterbo, Italy), April 26, 1813, but at a very early age removed, with his father Giovanni, to Frosinone in the province of Rome. In that city he practised as an advocate, became a communal councillor and one of the elders (anziani). He took part in the liberal movements of 1848-49, and of 1867, adhering to the Provisional Government, and was consequently exiled by Pius IX until the occupation of the Roman territory in 1870 by the government of Italy, by which he was appointed Judge of the Tribunal of Frosinone, ultimately becoming its President. On retiring from his judicial position (with a pension for long service) he removed to Rome, where he died about the year 1882." -W. Fiske.

The pamphlet, signed "C. M.," has been ascribed at various times to C. Mazzochi, to C. Molinelli, and to A. Torri. On the latter ascription see Colomb de Batines, i, p. 527. "Io ricordo d'aver sentito dal Torri stesso, ch' esso era cosa sua,' "" says A. d'Ancona in the above-mentioned note to W. Fiske.
